Vision, Mission and Purpose

The Japan Glocal Public Policy and Public Management Institute will show our vision, mission and purpose.

（１）Vision

.To reexamine the fundamental challenges related to the sustainability of Japanese society and accumulate both theoretical insights and practical experience in public policy and public management.

（２）Mission

- To raise issues concerning the sustainability of Japanese society?such as population, fiscal health, and social welfare?and provide a platform for dialogue.

- To propose solutions based on practical experience in public policy and public management.

- To cultivate leaders who will guide the public and nonprofit sectors of Japanese society.

（３）Purpose

- Since the end of the 20th century, which seemed to mark the "end of history" through the universalization of liberal democracy, only a quarter-century has passed. Yet, ideological currents that appear to reverse history have emerged, prompting a need for reexamination across politics, economics, and culture.

- "Sustainability" encompasses not only the global environment but also population sustainability, fiscal sustainability, social security sustainability, and community sustainability. It requires balancing the interests of people across past, present, and future generations. Clarifying the realities of these generational interests and fostering mutual dialogue is essential.

- In Japan, where rapid aging and declining birthrates are accelerating, these various aspects of sustainability are urgent issues. However, due to ingrained tendencies in politics, administration, and society to postpone problems and the rigidity caused by vested interests, viable solutions remain elusive. In fact, there is a growing tendency to avoid confronting these issues altogether.

- Therefore, in the field of public policy, we aim to explore themes such as economic thought, decentralization, and demographic challenges through the lens of sustainability. In public management, we will promote policy evaluation within government sectors, support emerging public entities like social ventures, and conduct research across a wide range of areas including pension and health insurance systems, integrated community support, welfare organization management, and the use of digital transformation and robotics in caregiving.

- In terms of practical implementation, we will establish functioning models such as the collaborative promotion corporation system and effective third-party evaluation frameworks, and then expand these models across various policy domains.

• 日本社会の持続可能性にかかる基本課題を再検証し、公共政策や公共経営に関する知見と実践経験を蓄積したい。

（２）ミッション

• 人口、財政、社会福祉など日本社会の持続可能性にかかる問題を提起し、対話の場を提供する。
• 公共政策と公共経営の実践的経験を踏まえ打開策を示す
• 日本社会の公共・公益各部門をリードする人材を育成する

（３）問題意識

• リベラルな民主主義の普遍化によって「歴史が終わり」を迎えたかに見えた20世紀末からまだ4半世紀程度のこの世界に、歴史を逆転させるような思想潮流が流れていたのか、政治・経済・文化にわたる再検証が求められている。
• 「持続可能性」とは、地球環境のみならず、人口の持続可能性、財政の持続可能性、社会保障の持続可能性、地域社会の持続可能性など様々な局面で、現在と過去と未来の人々の利害調整を不可欠の課題とする。まずは、各世代にわたる利害の実態を明確にして相互の対話が必要だ。
• 急速に少子高齢化が進む日本において、上記各種の持続可能性は喫緊の課題であるが、政治、行政、社会にしみ込んだ「問題先送り体質」「既得権益による政治、政策の硬直性」などにより打開の糸口が見えてこない。それどころか、近時、問題忌避の志向さえ見られるようになった。
• そこで、公共政策分野では、「持続可能性」を座標軸に、経済思想、地方分権、人口問題などのテーマを深堀りするとともに、公共経営分野では、政府部門における政策評価の普及啓発、ソーシャル・ベンチャーなど新しい公共主体の支援、社会保障では、年金・医療保険制度、地域包括支援、福祉法人経営、介護DX/ロボットなど地域社会と経営と技術と人材全般にわたる調査・研究を進める。
• また、具体的実践分野では、連携推進法人制度や機能する第三者評価制度を実現し、モデルを作り、その後、各政策分野に広げていく。
